Description
The City of Covington and the NKY HOME Consortium are considered to be entitlement communities by the U.S. Department of Housing and Urban Development (HUD). As a result, an annual allocation of funding is received in the form of Community Development Block Grants (CDBG) and Home Investment Partnership Program Funds (HOME). This funding is a significant source of revenue for both the City of Covington and the HOME Consortium cities that is used to provide needed public services, housing, economic development, neighborhood improvements, and other critical needs of our low-income residents.
The creation of a 5 Year Consolidated Plan Annual Action Plan is required to outline how the funds will be utilized. The Consolidated Plan includes a Needs Assessment, Market Analysis and Strategic Plan. It also creates Priority Needs and Goals to be met by the 5 year Strategic Plan. The Annual Action Plan details the actions to be undertaken during the next year to address the priority needs and objectives of the City of Covington and the Northern Kentucky HOME Consortium cities. The number one goal of this plan is to be an informative and useful tool for the residents, organizations and businesses that are committed to Covington and Northern Kentucky’s continued growth. This plan will also demonstrate to HUD, Covington’s plans to effectively and efficiently utilize the federal resources that are provided. This will also include the data relative to the Northern Kentucky HOME Consortium member cities of Ludlow, Newport, Bellevue and Dayton. The City of Covington is the lead agency responsible for this plan.
Annual Action Plans provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Five Year Consolidated Plan.
Virtual Public Hearing
The City of Covington has made available this virtual public hearing regarding the HUD 5 Year Consolidated Plan and Annual Action Plan. The purpose of this virtual hearing is to obtain the views of citizens, public agencies, representatives of adjacent units of general local government and other interested parties regarding the 5 Year Consolidated Plan for the period July 1, 2020 through June 30, 2025 and the Annual Action Plan (Year 1 of the 5 year Strategic Plan) for the period July 1, 2020 through June 30, 2021.
Written or verbal comments concerning the virtual hearing and draft plans will be accepted from July 8, 2020 through July 14, 2020.
